Active Shooter / Violent Intruder Workshops



Setting the Stage: In 1999, while working as the Operations Director of the nation’s first Center for Safe and Secure Schools at the Harris County Department of Education, I had the opportunity to meet and discuss with Darrell Scott (the father of Columbine High School shooting victim Rachel Scott) a few things about the unforgettable day when his daughter’s life was abruptly taken by an “active shooter”. As we contemplated the lessons learned on that horrific day, which included the consequential processes for prevention, preparation, response, and recovery for an active shooter incident, Darrell made a very profound statement that has remained a major motivating factor in my efforts to educate and build capacity in all stakeholders to “survive” such a traumatic and critical incident. Darrell stated, as most all of us assume, such a horrific crisis would never come to his hometown, his community, and certainly not his daughter’s school. How many times have we all lived and facilitated under those assumptions, not properly planning or preparing, and maybe even taking an unnecessary risk or two, because we believe that "it will never happen to me, or those I love”. Just the Facts: In an ideal world, homes, schools and businesses would be free from casualty and crime. Unfortunately, we know that to be far from the truth, and that the places we live, learn and work, will never be immune from the elements of ill intent, and the individuals that plan to commit heinous crimes against persons or property. To that end, we should fully understand, that we will not be able to prevent each and every incident or attack; however, through constant and consistent planning and preparation, we can competently create a more safe, secure and orderly environment that is less conducive for failure and much more conducive to success – RJ Boatman Instructor Qualifications: RJ Boatman has over 35 years experience in the sustainable implementation of safe, secure and orderly environments. He has provided law enforcement, safety and security, crisis management, risk management, executive protection, and regulatory compliance training and services to over 1,500 corporate and governmental organizations, local and abroad. His career and leadership span over three decades at the municipal, county, state and national level. He has worked as a Chief of Police, Organized Crime Board Governor, Federal Task Force Director, Emergency Management Coordinator, State Education Director, Adjunct University Professor, Investigative Media Consultant, and Municipal Judge. He is a graduate of the Law Enforcement Management Institute of Texas, the Department of State Diplomatic Security Services Academy, and has taught various courses at the Federal Bureau of Investigation and United States Drug Enforcement Administration regional training facilities. Mr. Boatman has taught in various Texas Law Enforcement Academies for over 25 years, and has instructed over 1000 peace officers in use of force, defensive tactics, and critical incident survival. Mr. Boatman received the 1995 United States Drug Enforcement Administration’s Regional Award for Outstanding Service in the Field of Drug Law Enforcement, and has coordinated security details for two U.S. Presidents. Mr. Boatman is the Co-developer and former Operations Director of the nation’s first Center for Safe and Secure Schools at the Harris County Department of Education, and the former Executive Director of the Texas Safe Schools Alliance.


Engaging and Necessary Presentations: Mr. Boatman’s presentations and trainings are entertaining and informative; energetic and engaging, promoting high levels of retention through participation; are timely and responsive to the needs of the organization and all stakeholders; and facilitate quantifiable and sustainable levels of improvement and success. Real Time Information: Mr. Boatman recently completed a very successful series of just-in-time trainings on Surviving an Active Shooter / Violent Intruder with various public education agencies; some of our nation’s most affluent private schools; several colleges and major universities; the Texas Municipal Courts Education Center; major corporations in the petrochemical, oil and gas, retail and banking industries; and is now available to bring this consequential workshop or keynote presentation to your company, agency, or organization.

Training Objectives: The Active Shooter / Violent Intruder workshop or keynote presentation will build sustainable capacity in the following areas:

  • Understanding the profile of an Active Shooter / Violent Intruder;

  • How to recognize violence indicators;

  • How to prevent and prepare for potential Active Shooter / Violent Intruder incidents;

  • How to create environments more conducive to success, and how to keep yourself, and those around you, in those environments;

  • How to create a survival instinct, and build capacity in your family, group, or company;

  • How to develop and lead a crisis management team;

  • How to negotiate and deescalate a violent situation;

  • What to do, when confronted by an Active Shooter / Violent Intruder, and how to survive a critical incident;

  • How to assist innocent bystanders, and how to move victims out of harms way;

  • Basic emergency medical assistance, applying a tourniquet, and other life saving techniques; and

  • How to manage the aftermath and consequences of an Active Shooter / Violent Intruder incident.

Training Format: Allowing for active and engaged student participation, the Active Shooter / Violent Intruder workshop can be provided in just under four (4) hours, and the keynote presentation can be provided in just under two (2) hours. Advanced training formats are also available upon request.
